Prospects for the Development of Resource Efficient and Cleaner Production in Ukraine – RECP Legal Framework

The round table “Prospects for the Development of Resource Efficient and Cleaner Production (RECP) in Ukraine – RECP Legal Framework” was conducted by the Resorce Efficient and Cleaner Production Centre and National Institute of Strategic Studies with support of the Ministry of Economic Develeopment and Trade of Ukraine and the Ministry of Ecology and Natural Resources of Ukraine intheframeworkofthe project “Promoting the Adaptation and Adoption of RECP (Resource Efficient and Cleaner Production) through the establishment and operation of a Cleaner Production Centre (CPC) in Ukraine” financed by the United Nations Industrial Development Organization ((UNIDO ) at the Conference Hall of the National Institute of Strategic Studies (NISS).

The round table aimed to identify obstacles and opportunities for RECP introduction at the Ukrainian enterprises and elaboration of recommendations as regards policy of state support of resource efficient and cleaner production in various sectors of economy.

The round table was opened by Olexander Litvinenko, the Deputy Head of the National Institute of Strategic Studies; the round table participants were also greeted by Ihor Shylovich, the Director of Resource Efficient and Cleaner Production Centre, Luidmyla Musina, the UNIDO and ЕаР Green Coordinator in Ukraine and Nataliia Trophimenko, ЕаР Green Coordinator in Ukraine.

Within recent years “green” economy movement started its expansion in respond to rapid economic growth and industrialization in many countries resulting in natural resources exhaustion and ecological degradation. One of the major “green” economy components is resource efficient and cleaner production (RECP) aimed at technological processes improvement for enhancing resource efficiency in production and service provision sectors.

Valeriy Pavshuk, the Deputy Director of the Resource Efficient and Cleaner Production Centre, started the round table working session with the presentation “Resource efficiency and cleaner production as an important constituent part of “green economy”. Ihor Shylovich, the Director of the Resource Efficient and Cleaner Production Centre, focused the participants’ attention on the assessment of resource – and energy efficiency potential at the Ukrainian enterprises and promotion of RECP idea on national level.

Viacheslav Potapenko from the National Institute of Strategic Studies made presentation “Analysis of the main provisions of the Ukrainian legislation supporting resource efficient production”; he introduced the participants into the results of the analysis of the Ukrainian legislation regulating resource efficiency and cleaner production in the country. The analysis was requested by the Resource Efficient and Cleaner Production Centre.

Swiss expert Jurg Walder introduced the participants into cleaner production models and their support by legislation systems in Switzerland and Vietnam.

Nataliia Trophimenko representing Ministry of Ecology and Natural Resources of Ukraine briefed the participants about the prerequisites for the development of Cleaner Production Concept in Ukraine.

The participants’ group work on SWOT analysis addressed issues related to identification of the most important issues related to introduction of cleaner production in Ukraine. SWOT analysis results were presented, discussed and incorporated into the round table decisions specifying the following steps to be taken for the development of Cleaner Production Concept in Ukraine.
